They are actually one of the more "reasonably" priced western hunts (unless you hunt Arizona or New Mexico from what I hear). If I remember correctly, both Wyoming and Montana are about $300 for the license and tag (which is good for either sex). Montana can be difficult to draw in (I've never checked Wyoming draw statistics) depending on what region you go for. Region 7 gives non-residents a decent shot at drawing, though.
